ToDo: Check if your webcam is recognised by Windows.
Howto: See if the webcam is mentioned without an error in the Windows Device Manager.
Click Start => (settings =>) control panel => system
Click the Hardware tab => Device Manager
In WindowsXP look for Imaging devices and click on the + sign
In Windows2000 look at the bottom of the Device Manager tree click on the + sign before the Universal Serial Bus controllers 
if you see you webcam here please proceed to the next item.
if you see an error please reinstall the webcam (disconnect the webcam from the USB port, download the latest drivers, reinstall the driver, plug-in the webcam).

ToDo: Install the latest version of MSN/Yahoo/Skype.
Howto: Goto MSN/Yahoo/Skype, download & install the latest version.

Todo: Run the video setup wizard.
HowTo:
MSN: Tools => Webcam settings, and follow the steps to setup audio.
Yahoo: Download the Video setup wizard http://messenger.yahoo.com/help
Skype: Skype video conferencing works only with WindowsXP. Tools => Options => Video.

Todo: Update Windows and install latest DirectX version.
Howto: Windows: goto http://update.microsoft.com/ and follow the steps to upgrade windows.
DirectX: goto http://www.microsoft.com/directx, download and install latest version.
