There are several possibilities:

You may not have charged the appliance. Charge it.

You may not have put the adaptor into the wall socket during charging. Insert it properly.

You may have switched the appliance on when trying to charge the appliance. When charging the appliance, switch off the appliance.

The appliance works by means of a roller brush. The roller brush may be clogged. Check the roller brush, clean it and remove the tangled hair or threads.
