Why can I not go to channel 11 or 22?

You are experiencing a problem learning a toggle code.
Toggles are sometimes used to discriminate when the same button is pressed twice. It's as if one button on the original remote has two different IR codes alternating each other when pressed.
The control panel only learned one of these toggles but there is a workaround; Create 2 devices, one containing the first toggle of every function on the original remote and the other device the second toggle. Add to each action list a jump towards the page containing the toggled IR code verion. In our example, a button press will cause a digit (e.g. 1) being transmitted together with a page jump to the toggled codes page. If this page is visually equal, one will not notice the jump, but a second press will transmit the toggled version of this IR code.
